A recount of the 2016 presidential election results in battleground Wisconsin will start next week, adding new drama to an already contentious election filled with surprise twists.

The recount comes after a group of professors and lawyers raised concerns about the possibility of hacking. Donald Trump decried the recount as a “scam” in a statement on November 26.

The Wisconsin Election Commission “is preparing to move forward with a statewide recount of votes for President of the United States,” Administrator Michael Haas announced in a written statement on November 25.

The recount was requested by the Green Party after its nominee, Jill Stein, raised more than $5.4 million in just over one day to fund recounts in Wisconsin, Michigan, and Pennsylvania, all states that were surprise upsets for Donald Trump and which he won by fairly small margins.

I linked to the official WI Elections Commission site. Take it up with them, they said it needs to be paid once it is calculated. As a result, I do not see this as a productive storyline to pursue.

No. Here is the key phrase - No petition for which a fee is required is valid unless the proper calculated or estimated fee is paid at the time of filing.

Everything must be paid BEFORE the petition is filed. It has been filed before payment, making it invalid.

Well, feel free to rant about that all you want, but from the official WI Election Commission website, they will wait until they have a cost estimate next week to get the check. And I think their stance matters more here.

Law is pretty clear.

(ad)Upon receiving a petition for a recount, the clerk or body receiving the petition shall reasonably estimate any fee due under par. (ag) 2. The clerk or body shall provide the petitioner promptly with the total due or estimate.

(ag) 3. All fees estimated under par. (ad) shall be prepaid in cash or another form of payment which is acceptable to the officer to whom they are paid. No petition for which a fee is required is valid unless the proper calculated or estimated fee is paid at the time of filing.

No where can I find where Stein paid any fee.

Seems clear to us. However I would say that this petition wasn’t filed without some Clinton legal assistance. There must be some reason that it is still being allowed. On the other hand, maybe whoever took the petition wasn’t aware, didn’t know to take a check and Trumps people will point it out and we are done with this issue or it could be anything in between. Worth watching for though!

It took 1 1/2 years for Jill Stein's party to raise $3 million dollars.
It took systematic payments , at all hours of the day/night in three days to raise the $4.5 Million Dollars to fund a recount.
Now, if no prior payment was paid, the money reverts to Jill Stein, and not necessarily to her party .
She either has a "war chest" for the next election , or ..
I can foresee Jill Stein purchasing a remote cottage on a lake.
I would suggest she NOT visit Fort Marcy Park.

Found this quote from Wisconsin Elections Commission Director(Head Election Person) Mike Haas(Democrat)

" 'There's a little bit of ambiguity in the statutes,' Haas said. 'In one place, it states that the fee must be paid at the time the petition is filed; another statute indicates once the petition is filed, that's when our agency calculates an estimate.'

"Once a recount order is issued by the commission, clerks across the state have 13 days to complete it, Haas said."

So I am guessing no fee has been paid.
Trump could question the ambiguity in court ( kill time )

They said they will issue the recount order sometime next week.
They have to be done by 12/13/2016 to make the electoral vote on 12/19/2013

The only way to create fraud is an inside job of hardware or software tampering with vote totals by the elections staff or creating an external device that can allow fraudsters to take over control of the vote machine to alter, add or subtract votes .
