And my old English teachers would also say the sentence should be turned around to say “to whom we talk...”. (Never end a sentence with a preposition...)

This confirms Trump’s call to Taiwan was deliberate. It’s chess. He’s using Beijing’s insecurity over “One China” as leverage for trade talks. Trump is no fool.
If Bolton’s picked for SoS, that makes it certain. Trump aims to disrupt and misbehave.
