Should have been denied by the MI Board of State Canvassers; in other words, the Michigan Court of Appeals overturned the incorrect decision by the MI Board of State Canvassers to grant Stein’s request for a recount.
In legalese, “should” is very definite.
Should have been as in when this first started. Past tense not should be as in today.
