It won't be over in any of the states until each goes to the Supreme Court. Hillary et.al. have unlimited resources to litigate this from here to kingdom come.
With a 4-4 SC this has the potential for absolute chaos with each region being ruled by its federal circuit court. This could bring the country to the brink. The Founding Fathers were brilliant but they really screwed up when it came limiting the power of the courts.
