Could they be intentionally stalling to try to push it past the Dec. 13 deadline to certify?

My bet is they’re more afraid of going to jail.

The WI state legislature can still certify. Milwaukee only says minor changes, the Dane county votes are not enough to make any difference. 2000 USSC decision and the constitution gives legislators the power to do that.
