Silicon Valley does not use the H1B program to recruit “top level talent from around the world”. They use it to recruit worker bees at far below the going rate. The typical H1B candidate is not impressive.
If reducing/eliminating ILLEGAL immigration "chokes off" the flow of immigrant employees for silicon valley firms, then these firms have been violating federal law and should be prosecuted.

I laugh in their face...they go away and tell the US Gov they can’t find qualified people.

To prevent worker abuse, make visa workers punch time clocks and make employers pay by hour, $25/hour minimum.
Lets not pretend Americans cant be found to do a job.
Require each visa holder to pay 30% minimum income tax and a $5,000 fee.
[Why not have a worker fee? They are supposed to be premium people, so $5,000/each is small change.]
The 30% minimum income tax will prevent foreigners (who can get a lower-priced college education) from undercutting Americans.
Require visa holder employers to pay a $5,000 fee too plus post $50,000 bond for each visa employee until employee surrenders his/her visa at a US embassy abroad.
Also make it possible for employee to switch to new employer if:
1. able to get $30/hour+
2. raise of $4/hour+
3. new employer pays older employers fees
It’s all of a piece with the general effort on the left to blur the lines between legal and illegal immigration. There aren’t any illegal immigrants working for Apple. Silicon Valley will probably benefit from a policy that restricts the flow of illegal immigrants, in that it would likely ease the way for more the kind of merit-based immigration that brings employees to tech companies. But they’re steeped in Bay Area/academic identity leftism, so they can’t say that.

What illegal immigrants provide throughout California is cheap, non-reported (by employers OR employees) unskilled labor. Silicon Valley's executives are every bit as parsimonious as their equally powerful SoCal counterparts who run the entertainment industry and rely upon 'undocumented' household staff, mow-and-blow gardeners, etc.
That's the real issue, imo, re: "sanctuary cities" and defying established immigration laws; follow the money, always.
This means Google and Yahoo! searches, Twitter feeds, Facebook news feeds, Instagram feeds, Snapchat feeds, and searches for programming on Netflix MUST be shown to be politically neutral as of January 20, 2017. And Amazon must do the same for product searches and searches on Amazon Prime Video.
They must get real on immigration but the US govt must get real on education, especially all those student loans that subsidize all those SJW snowflake majors
