Your comments, plus those of your IT colleagues, suggest that the FBI produced this report under duress. The subtext is “duress!”. So Comey makes sure that this will be clear to any technically competent reader. Obama is advised of this, but no one in the bureaucracy will lie for him at this late stage, since he cannot harm them.

I searched as you suggested and found a “related” article where the NYT quoted this from Russia:

Konstantin Kosachyov, the head of the foreign affairs committee in the upper house of the Russian Parliament, told Interfax that “this is the agony not even of ‘lame ducks,’ but of ‘political corpses.’”

I read the “report.” It could have been cut and pasted from my Norton Antivirus newsletter or the stuff disseminated by my IT Department at work.

Yep - mentions "election" 3 times, none of them with a statement of being hacked, and could've been written about any nation - even us....

Honestly, as I said on another thread somewhere yesterday I've seen better, more detailed information coming from the FBI, Banking Regulators and cyber-security experts specific to the types of attacks we experience in the banking industry on a daily basis than this "report" contains.

To call it complete garbage and written by an amateur (likely an FBI intern somewhere...) would be an insult to garbage.

It's high time for the Obama Administration to PUT UP OR SHUT UP. Let's see the evidence, or STFU.

If you look at the report rating, TLP: WHITE that simply means it's a "generic" report that's primarily copied and pasted from other documents, most of which comes from Systems Administrator best practices and Cyber-Security 101. Cisco's CISSP, Microsoft's MCSE/Windows System Administrator and beginning Linux manuals contain similar -almost word for word- language in them. So I think my assessment an FBI Intern wrote the document using a standard template is likely spot-on.

One last comment: as you know my oldest son is in the Centennial Honors Program at one of our state's fine universities and is studying Criminal Justice & Law Enforcement with a minor in Criminal Psychology. He's targeting the FBI's Criminal Profiler division and already has some contacts into the FBI. He (oldest son) read the report and dismissed it as "generic" and "garbage" himself. The whole thing was written to be yet another distraction for those who haven't a clue about cyber-security and are easily impressed with some of the language the document contains.

I personally wouldn't bother printing it to wipe my ass with after taking an Obama. But that's just me I suppose.

I read a bunch of it. Looks like a typical “white paper” released by a security contractors to impress upper management types. It appears to say a lot but doesn’t really say that much.

Correct. It was a copy and paste job by an FBI intern. I recognize much of the language from other similar "reports" from various consulting firms and Windows / Linux / Unix Systems Administration & Security 101 books.

The entire report is an F'ing joke. Our "intelligence" agencies claiming the Russians used the most commonly discovered attack, Spearfishing? Seriously? LOL!!

Any script kiddie can do it.

If I had handed a "report" like that in to my 5th grade teacher she would have made me do it over and given me a 2nd report to do to get a grade on the assignment.

Hand a report like this one to any Private Sector IT Security Manager worth their salt and you'd get laughed at and escorted from the premises.

But in the US Government, this is great stuff! Promotable even!!!

A code associated with the Russian hacking operation dubbed Grizzly Steppe by the Obama administration has been detected within the system of a Vermont utility, according to U.S. officials” and continued “While the Russians did not actively use the code to disrupt operations of the utility, according to officials who spoke on condition of anonymity in order to discuss a security matter, the penetration of the nation’s electrical grid is significant because it represents a potentially serious vulnerability.”
