When you require certain results that are not there ‘normally’, through running a necessary department/agency or business in an efficient & effective manner, then people start to do things, many times illegal, to generate those results or to hide the bad results. Think about the VA as a prime example of this situation - hiding lists, keeping secret lists, fudging all sorts of numbers to get bonuses, etc. This is a very, very bad move by Cuomo. If NY wants even more incompetence & corruption, what Cuomo just did is how you get those results.
Maybe he should have his brother Chris share how men should be in bathrooms with teen girls
