Doubt it. As the property is owned by Trump Org, the organization is paying for it with the intent it will have continued use after his Presidency.

Normally, the government pays for it because they want to dictate the rules. It’s an official government “facility” used by the President.
It probably costs about 1/10,000th of what we give to Suriname every year.

If they are building it then why the question on whether they would be able to use it once it's out of office?

It's a security issue. I'm sure some branch of the government is footing the bill.
