Why? He just wants a paycheck and unchecked authority to wreak havoc on the US with environmental regulations. Just make it so he and his buddies get neither and the whole thing dies very quickly.

That means whatever progressives want it to mean. After all. Who could possibly be against the environment and justice?
“Environmental Justice” just sounds to me like a mechanism to separate businesses from their money for redistribution.
