Giving them a government check ahead of time regardless of whether they will have a tax liability or not is an entitlement. It is giving people more money than they pay in taxes.

Yes, it’s an entitlement, but so is not taxing employer paid health ins.

Wow! Some people will have money to burn. With the income tax refund from EIC that they never paid and then a huge tax credit for insurance. The welfare crowd will be rolling in the dough.
