Add to that fact that late in Obama’s administration they opened the NSA signal data to ANY request for it from ANY of the 13 intelligence units (without NSA exercising their privacy & need to know firewalls) which include numerous Obama hold-overs in the deep state, and you have ammunition for “leaks” and mischief.

Not only did the surveillance take place, but Obama’s team saw to it that the intelligence was spread around far and wide. Much easier to hide a leak to the press if tons of people have access.
