That's 'not' a normal procedure. Such person(s) incidentally being picked up under legal surveillance of foreign entities or other investigations are basically 'thrown away' not unmasked and transcripts being saved of it and spread about the intelligence community. That's apparently what happened to Trump campaign/transition people. The media obviously doesn't want to ask those questions and instead want to focused on the fact that it was 'legal' incidental communications being picked up. So what that it was 'legal' and I have my doubts about that but even if it was appropriately legal, why was such information spread about? Sounds more like a 'political' measure being undertaken more than an 'oops' we accidentally spread communications about such people around to intel which some 'oops' eventually got out to the media.

Per Mark Levin on the way home, CNN is reporting that the intercepts included exchanges between and about Trump’s family members.
And it was openly disseminated without masking or redactions!
This could emerge as one of the biggest criminal scandals in US history.

I think that is what really got under Nunes’ skin. He inferred that the transcripts were pretty benign. If so, as you ask, why do they even exist? And why have they been unmasked.
Clearly a political hit job.
And don’t ignore the fact that the target of this surveillance was an American - that’s what FISA Court Orders are for. So the transcripts are, for example, Trump talking to another American who is the target of a National Security investigation.

Please do not allow stupidity to reign here. This surveillance goes all the way to the top. It was a Jarrett/Obozo smear set up. Why did Obozo change the distribution protocol within the intelligence community in the eleventh hour? The release of US citizen identities are all felonies.
Yes, Peter King seemed in the know and Bob Woodward even said “We’ll see”, when Bill said the Trump hating media will “spin it”.
Woodward is so melancholic it’s seems he wants no story to outrun his prize, Watergate.
What this means is they monitor everything and someone went data mining for Trump's team and passed that info around to be used by whomever.
People need to quit referring to this activity as some how legal or a warrant was issued. It is all legal to gather no matter who or what but the crime is the unmasking and distribution. All this is designed to make Trump look stupid or guilty. No one taps wires anymore we should quit making in sound like we do. Every talking head includes wiretap in every discussion as if Obama sneaked into Trumps office and bugged his phone.
