Passing Ryancare did nothing to stop the hikes. The disaster at the polls in 2018 would be much worse had Ryancare passed.

There was the other uncomfortable fact that the Democrats were mired in a Congressional post office scandal that would eventually see sitting House Speaker Tom Foley swept out of office, and House Ways and Means Committee Chairman Dan Rostenkowski charged with multiple counts of money laundering by the U.S. Capitol Police. On top of that, the Clinton administration spent 1993-94 ramming through a very unpopular tax package that included increases in income and capital gains taxes, along with a hike in the Federal gasoline tax.

Just repeal, which SHOULD have been the only option on the table, never had a chance for the reason I stated in my post.
If you are being stoned to death, making the stones 20% smaller changes nothing.
