IMHO, it needs to be divided up, like Germany, after WWII. China, Russia, the US and South Korea each get a Sector to administer. It will take at least a generation until reunification is feasible.

At best, North Korea would need ten years under a provisional government, not just to catch up economically to some degree, but also mainly to undo the psychological damage from living in an insane asylum for 70 years. People there are afraid to think, thanks to the psycho state. It would be like cult reprogramming.
Integrating East Germany would be comparatively easy, since many Osties had contact with the West, and were thus “contaminated”.
