IMHO, it needs to be divided up, like Germany, after WWII. China, Russia, the US and South Korea each get a Sector to administer. It will take at least a generation until reunification is feasible.

At best, North Korea would need ten years under a provisional government, not just to catch up economically to some degree, but also mainly to undo the psychological damage from living in an insane asylum for 70 years.
