The election authorities must have a record of precisely who got those duplicate absentee ballots and if any of those people show up as voting twice. And perhaps even automatically invalidate any duplicate votes but apparently they will not do so.

The overseas vote is the vote that will be anti-Le Pen based on the polling data.
Sort of like giving people in Chicago or New York who vote a certain way two votes, while people in other places only get one.
