When they look at ALL of the lists, of course he was “known” - and they’ll use that fact to claim they are succeeding since at least “he was on a list”. It’s a good bet he was also on a list of protected groups or individuals or addresses - but they won’t admit that.
We have
Lists of people who can’t fly.
Lists of “potential terrorists”.
Lists of people whose relatives said they may be terrorists.
Lists of people who’ve gone to terrorism training.
Lists of people who are afraid of certain people on the other lists.
Lists of people the police cannot target for fear of complaints or law suits.
Lists of lists.
And politicians around the world wanting to expand their ability to put more people on more lists.
And big data analytics that can identify an individual who will commit a terrorist act (along with 100,000 other non-threats to add to the lists while missing another 1000 potential terrorists)
And politicians around the world who want to limit members of a certain group from the lists.
And politicians who want to restrict more rights of EVERYONE on those lists - without due process.
And politicians who don’t want to allow anyone to be taken off the lists or in many cases to know they are on the lists and certainly not let the public know any groups that have a higher than average representation on those lists.
And politicians who won’t allow those of a certain “minority” who are on the list to be treated differently than everyone else on the lists.
We’re lost in a list bureaucracy controlled by politicians. If law enforcement could make their own small list of individuals and list of “characteristics of terrorists” and deal with the people on those lists in a sensible (and legal) way, we wouldn’t have nearly as many problems. And I bet he would have been “known” in the small lists too. But it would be Islamophobic to use the small lists to stop him.
