When President Ronald Reagan was asked why he settled for a 5 percent tax cut in 1981 when he had proposed cutting taxes by twice as much, he answered: Half a loaf is better than none.
Thats advice the Republican Party should heed right now.
The Senates failure this week to repeal ObamaCare is a bitter disappointment to the 18 million people in the individual market struggling with unaffordable premiums and deductibles. Its also bad news for another 8 million who are opting to pay hefty penalties rather than buy those unaffordable plans.
And things are only getting worse. Health insurers are asking for giant rate increases this fall, even as high as 50 percent in Connecticut, Maryland and Virginia. Ouch.
If members of Congress were feeling the same pain, theyd be more focused on repealing and replacing the collapsing law. But theyve got a sweetheart deal. Even though the Affordable Care Act requires them to purchase their coverage on ObamaCare exchanges and follow the same rules as the rest of us, former President Barack Obama set up a way for them to weasel out of it: They get to choose from 57 gold plans and have John Q. Public pick up most of the tab.
Meanwhile, in nearly half the counties in the nation, ordinary folks will have only one insurer available. Or none at all.
Congress needs to stop horsing around. Republican senators lack a majority to fully repeal and replace ObamaCare. Resistance to Medicaid reform is holding up the works. At least six GOP senators wont budge on it.
The way forward is to set aside reforming Medicaid for another day, and pass a repeal bill immediately to undo the coercive individual mandate, the job-killing employer mandate and the ObamaCare regulations that are making private insurance unaffordable.

The federal govt has no business being in health care. If they wish to compete fine, but end regulations and let the free market handle this.

The bill actually has provisions for ending a lot of regulations (including pre-Obamacare ones, such as no sales of insurance across state lines). Is it perfect? No. But Reagan was right; get the changes made and people will see that the predictions of the CBO were wrong or intentionally manipulative, people will not be dying in the street, and furthermore the economy will really take off once it is clear that this huge burden is being lifted.
The Reagan proposed Kemp-Roth tax cut was 30%. He got 25% (5+10+10 over three years). The bigger deal than the cut itself was that inflation indexing was introduced for the first time. Nixon/Ford/Carter inflation caused bracket creep, where wages adjusted for inflation also put you in a higher bracket.
The same phenomenon has also been happening with the Alternative Minimum Tax, which was supposed to only affect “super-earners”.

Republicans in Congress need to STOP attempting 'comprehensive reform' and pass what they can...(see above) Get rid of ObamaCare for everyone NOT on medicaid...
Leave ObamaCare alone for Medicaid citizens for 18 months - after 18 months ObamaCare medicaid will be automatically be 'sun-setted'. If Congress can't solve that problem in 18 months the whole thing reverts to individual States with NO FEDERAL ASSISTANCE. No federal money...
In short, Pubbies must start taking half a loaf and STOP trying to deal with a fifth of the economy in one bill.
Was the senate plan similar to an tax cut? Or more like cutting income tax by 50% while adding a VAT to make up 30% of it - a VAT which will never go away and likely result in greater total tax in a very few years.
In my view, the senate plan
* Guarantees Obamacare will never go away even if renamed
* Will need a lot more money in a very few years
* Hides money flow and avoids responsibility even more than Obamacare
* Ensure both parties will work together to throw money at the problem once the Ds have gotten used to the new name for Obamacare (they’ll both own the disaster)
I left out my last point. I agree with the article (I think). But the way forward is a complete repeal. It needs to include health CARE reform. And if that includes measures for pre-existing conditions and anything else in Obamacare it may make sense. But trying to leave ANY of Obamacare will be a problem.

First, theres the vast expansion of Medicaid, the public program serving the poor and disabled. Thats where most of the previously uninsured gained coverage. Second, theres a federal takeover of the private insurance market, previously regulated by each state.
Since several Republican senators are balking at changing Medicaid, GOP leaders should pass the other half of repeal and replace, to rescue consumers in the individual market. Theres no reason not to seize half a victory.
