That’s what Rand Paul thought yesterday.

Just more posturing that means absolutely nothing. Why is he spouting out on an op-ed whining about the Democrats when the source of the entire problem is his own chamber leader?

In parliamentary procedure, it is not always a simple matter of calling for a vote.

The minority can and has found a number of ways to stall out consideration of an issue on the floor, by demanding amendments, or raising objections, or going into a number of delaying tactics, sometimes to run out the clock, but other times to simply discourage the will of the majority.

While not necessarily a ‘win’ for the minority, the ‘win’ is also kept from the majority. Unless the majority asserts their authority by blocking these tactics and strategies.

The formal process for getting a candidate to the floor for a vote requires certain procedures be followed; votes be cast, debates be held, time allowed between steps, and so on and so forth. The process can be speeded up if both sides agree, for example the 30 required hours of debate can be cut to zero, but the Democrats aren't agreeing.

Wait until they start using their Senatorial holds. McConnell ain't seen nothing yet.
