The worst “solutions” (War on Poverty/Great Society, War on Drugs, etc.) all just turned into government jobs mills for liberals. Public education and the criminal justice system have become huge industries unto themselves - and nobody collecting a paycheck is in any rush to fix things in either area.
What really brought it to a head was that money ran out for both; the taxpayers have been bled dry.
