SACRAMENTO, Calif. (AP) Californians could see their water bills increase under a measure passed by lawmakers Thursday.
The legislative bill approved by the state Assembly would let local governments charge residents for storm water management systems without voter approval.
Supporters of the measure say it will help cities and counties prevent flooding and save water. Opponents say it violates Californians' right to vote on taxes.

To Democrats anything that’s in their way to what they want is illegal whether it is, or not.
All rules are subject to breaking by Democrats, because no rules apply to them.

I’d be careful with this.
It’s the right idea (fix a problem at the lowest level), but it could be used for the wrong purpose (using the funds for other purposes).
Since the Democrats are behind it, I’d tie this baby down with some specifics.
I don’t trust California Democrats.
I don't know how California law works, but it seems preposterous to have this sort of thing subject to a voter referendum.
I have mused with the idea that perhaps there is a giant democrat conspiracy to simply make California unlivable for the average paycheck maker through crime, high taxes etc, forcing a mass exodus, and making lebensraum for the illegal population. The dems will then have their own mini-Venezuela to lord over.

No, those fools in my old home keep electing democrats who then tax everything that doesn’t move (or as with gasoline and water, that too).
They will keep doing it until their lucre goes down. Which just doesn’t look like it is happening.
Massive rent/home costs, massive energy costs, mostly low income jobs that minimum wage will reduce — I have no idea how or why Californians stay there. I got out.
Of course it won’t be used for what it is intened for. Where is all the money the customers have paid all these years to the water people......yep pensons.
CALTRANS, LADWP do not fix the roads or water pipes in L.A...only when they break. LADWP gives 250million a year to the city general fund. Then they ask for a rate hike of 250mil and they get it.

California, at the state and local level, thinks governments job is to transfer as much wealth as possible from the makers to the takers.
Then at night these thieves (legislators) can go to bed and say to themselves “oh, what a good person I am. I took money from the evil rich (of which I am not even if I am worth millions since I give OPM away) and arranged for colostomy bags for illegals.”

FWIW, OH is run by supposed Republicans. We have no control whatsoever about continual obscene increases in sewer and storm water drain fees. We also have close to no control over high-density construction which will make the situations even worse.
Most all politicians are crooks. It is out right stealing. California has been doing this for many years to the taxpayers.
