Mike Rogers runs NSA.Shortly after the election, he had an unusual meeting with Trump outside the normal chain of command at Trump Tower and may very well have warned Trump he was under surveillance; he notified neither the DNI, Clapper, nor the President that he was going to see the President-Elect.

Clapper told 0bama Rogers should be fired as a result. I think 0bama demurred because Rogers was not part of Club Hillary, and he didn't want to call attention to their shenanigans.
