Shooter was 300+ ft up (32nd floor) and 400+ meters away, reportedly. Handguns were useless unless you could get to his room, which no one in the concert crowd had any prayer of doing.

Not exactly. Yes there were civilians but the real action occurred in the tower, with only 1 civilian who was given a firearm by the officers he met.
As far as comparing this to UT? No thanks. The tower is a very confined, specific target, in the daylight.
This incident was at night with large hotels looming everywhere. Who could possibly tell where to fire, much less successfully do so upward to such a height?
CC dude could be in the hotel just as easy as he could be on the street.

even if the cops at the music venue had rifles, they are at a tremendous disadvantage due to elevation — caliber is the least of your problems.
The trick is to get someone on the 32nd floor.
Another example is the University of Texas Tower shooter int he 60’s. Same scenario, but the police actually fielded rifles which were useless against the sniper until they got someone in the tower...
By the way, the shooter wasn’t killed. He committed suicide.
