These loans are just one subsidy that the State Dept gives out to foreign citizens who want economic freedom in the US.
Very few foreigners coming to the US or to the EU come for political or military reasons. It is almost all for economic reasons.
Of course, creating a policy of giving away taxpayers money to people before they ever get to America just reinforces the notion that no one ever gets prosecuted for fraud against the US Govt.
So it is open season on Uncle Sugar once in the US.

When the Russians poured into the Boston area in the 80s they got it all——they were Jewish and came for religious/political reasons.
They also went to the head of the list for everything,including senior and subbsidized housing.
It’s so infair.

The refugee population has certainly changed. Back in the 80’s we reached out to Russians, mostly Jews I think, and allowed them to come over. Fleeing true Communism and true religious persecution was a legitimate use of immigration rules, even if it went way overboard on the generosity of the taxpayers.
It was also a payoff to many congressmen that were needed to make deals.
Today, I see relatively few coming over for religious persecution or to flee Communism. The State Dept seldom approves Iraqis or Afghans that worked for us to protect our soldiers.
But if the “refugee” comes from a third world sh*th*le then State seems to bend over backwards to drag them into the country.

I saw it with my own eyes. I'm sure BO's state department (which most of it
still still is) will tell you they were vetted before they left Somalia whereas our plane from Tokyo was vetted only by Japanese security.
Which has the better track record?

State has been giving away millions to all sorts of foreign causes, like opposition party in Israel - much more. I raised the question about 5 years ago why Congress does not review State's budget
as if the Congress would do any work at all. Obama actually appropriated State $$$$$ for his own pet projects.
Hopefully Rex Tillerson will employ some good auditors to slash the bulging State budget. Perhaps he and Trump could take a page from the Obama playbook and take State $$$$ to build a wall along the Mexican border!!!
