The federal government no longer will make settlement agreements with any person or organization not directly involved in a legal dispute, Attorney General Jeff Sessions announced Wednesday. The move by Sessions abolished a practice that has funneled likely millions of dollars in banking settlements to outside organizations in such “third-party” payments.

Find the laws that were violated and initiate a clawback of all donations from said groups. Alternatively, or, additionally, make the principals who did this reimburse the treasury for the loss.

It's "23". By putting an actual number to this anonymous story, it makes you think that Trump has 23 specific people in mind he plans to lock up!
Being a small time publisher and sales copywriter, the headline gets an A+ in my book.
