Illegals regularly submit fraudulent docs to employers and the employers are not permitted to question them.
No idea why you tried to introduce theft into the equation. If the bakery was paying $8 an hour for their illegal employees and those employees are gone, they need to hire 800 Americans or those with a valid green card. It is possible that Americans will work for those wages, but more likely that the business is going to have to pay more to attract hard working employees who will actually do the job. The cost of labor is part of the cost of doing business and that cost will certainly increase.
Years ago, there was a study in California that if they hired Americans and paid a higher wage to get them to do the jobs, the cost of our produce would increase by about 10%. That is a price I am willing to pay for the benefits that come to our country.

The loss of 21 million would appear to be a consequence. That said, I would favor a minimum 6 month jail term for any business owner, manager or HR staff who knowingly participate in hiring an illegal immigrant.
Sanctuary or no sanctuary city!
E-verify and penalties for each and every illegal found on the payroll of ANY employer. End the jobs. End the government handouts. They will stop coming.
