The U.S. government has limited ability to provide emergency services to U.S. citizens in many areas of Mexico as U.S. government employees are prohibited from travel to these areas.Do these areas of Mexico include counties in California that have been ceded to Mexico, like the one I fled about 10 years ago when I retired?

Last time I was in Mexico was in 1969 with my Marine buddy who had just returned from a tour in Viet Nam. After our visit, we swore then to never set foot in that sorry, Third World, country again.
