The highly trained testers scaled 16 to 20 feet (4.9 to 6.1 meters) unassisted but needed help after that, said the official who described the assaults on the wall prototypes to the AP. Testers also expressed safety concerns about getting down from 30 feet.
Only once did a tester manage to land a hook on top of the wall without help, the official said. Tubes atop some models repelled climbing devices but wouldn't work in more mountainous areas because the terrain is too jagged.
Looks like height of the proposed wall is a vital part of making it really work. Indeed, one of the big problems for a climber is getting down after going up. A 30' fall is very impressive.

Just has not been a problem so far.
Could be that the steel is just too thick/strong, that (uncommon) concrete filling makes it strong enough, or that such devices have not been available. If drug cartels have used submarines though, I would guess that they could get a jaws of life.
The main way to breach the bollards has been with torches, but it is a time consuming effort, and very obvious, which is done much less than the old fences. The new prototypes were tested against torches, so the new models may incorporate additional new hardening against torch attacks.
Bollards, where used, have cut down on attacks on officers (mostly rock throwing), slowed down crossers considerably, reduced tunnels and reduced total crossings.
They also have been effective in channelizing crossers. If people have to walk two miles out of town to the end of the bollard (knowing they have two miles to walk back on the other side) most try crossing close to the end of the fence, which becomes a well monitored and well practiced enforcement zone for the border patrol, rather than being spread widely.
