I have a retired FBI agent as a friend and see another once in a while. They are both conservative and if you ask them who the FBI blames for the sad state of affairs at FBI Headquarters (as I did) he says Comey, McCabe and the other rogue ones. So when is the rank-and-file going to speak out in public?
Their silence makes them accomplices.

They never speak out in public, but changes will occur and the rogues will find themselves before a court of law. They know who has done the organization damage and it is not the President or Congress. It is Comey and his merry band of henchmen. I know many FR folks don’t believe it, but a grand jury is coming soon.

Cut their allowed agent end-strength by 15% other employment by 15%, payroll budget by 15% and operating budget by 20% with another 10% coming next year unless Congress gets a sepearate report from each division head on how he will reform his division.
Then watch the agency tear itself apart as they try to apportion blame.
