Wray claims that the FBI is independent. Rosenstein also thinks the same about the DOJ. And who knows how many under them think the same.
The media thinks it.

More or less....he is painting the FBI as being the KGB. I doubt if he grasps what he has done, but that’s the message.
If he were correct, then you’d have no choice but to dismantle the entire FBI...maybe in five or six pieces, and force them into locations hundreds of miles away from the capital.
There’s plenty of evidence in that direction from Oregon and the shooting that killed LaVoy Finicum and injured Ryan Bundy.
