Sorry, but this is not what many think it is. He said "this crime" did not involve Americans, not did it affect election.
One needs to make a legal parsing read of this statement.
This is not a pass for any other persons, or any person possibly involved in any other crime and/or with any other persons.

He said, "The allegation of crimes committed" did not contain any charges against any American. This is saying the allegations have nothing to do with any Americans - I would call that a pass.
