A few miles from in the little town of San Anselmo, I know of at least two homeowners who have been ticketed for parking all night in front of their own house.
The hourly parking rules are so strict in that area. Many people drive down from Santa Rosa, and use the Marin neighborhood to park their cars before taking a ferry boat or a bus to San Francisco.
Some cars just look fast!
Well from the standpoint of the parked car light to t camera is going very fast!

When our mayor put in the stoplight and speed cameras it was supposed to be only in school zones. But he got greedy and had them installed all over. So a couple of us made fake license plates with his number on them and sped through several red lights. It took almost a year before it sufficiently annoyed him and had them removed.
Technically, the car is moving at the speed of the rotation of the Earth and orbital velocity, which is about 80,000mph. But who’s counting?
Ha? How can you NOT be properly trained to notice a car is going zero miles per hour in the photo?
