Exactly right. I predict lots of people trying to convince the city government that they are just about to go off, unless they get their stipend. And whats with this up to $1,000 per month stuff? Will they be grading potential murderers, and paying the most dangerous ones more money?

Years ago, I used to drive through Richmond on my way to work. My co workers told me to stop doing that, cuz if my car ever broke down in Richmond, I would be dead. I stopped, and started taking 37 to 101 south, to San Raphael. Richmond is a basket case.
I asked my friend, what happened, when Stockton declared bankruptcy? He said the NRA got a whole bunch of new members. 👍

Lots of people around the world are willing to ACTUALLY shoot someone, for far less than $1,000.
Perhaps some few millions will move to his town, to take advantage of the higher pay, and lighter work requirements (just being LIKELY to shoot someone).
