As I recall, the existing “L” or elevated trains in Chicago, have a direct line from downtown to O’Hare.
If there’s already a train running, why the need for another?
Or to look at another way, why not run some express trains non stop from downtown to O’Hare on the existing tracks? Then you would have a non stop train ride to the airport.
It sounds like a huge expenditure for very little additional public benefit.

Years ago the state of Teas wanted to do a tunnel from Central Expressway to Love Field airport, right underneath Mockingbird. The people, most of which are millionaires, kicked up a fuss and it was never built. Now they all have to contend with all the traffic of people trying to get to the airport.
Another boondoggle on the taxpayers back.
How many miles is it ? Shorter the better (even if all underground)
A Limited distance that will have sufficient customers (for utility beyond ‘prestige’)
Not doing something that airplanes ALREADY handle well enough (ie - unlike californias high speed rail project)

No, they wont. The entire underground in the Loop is honeycombed with tunnels that go back 100 years. Some of them arent even mapped. Then theres the small matter of the tunnels that were sealed after the Great Chicago Flood.
Guess what, theyre still full of water. The smallest wrong move will inundate the entire downtown area.
This lunacy will never get past the approval process.
