Actully GW signed a bill with funding for a wall and when the Congress came back into session after the election he had Kaye Bailey Hutchinson pull the funding from the bill.

That is what funding can do for a wall with a dishonest legislature. Give it then take it away.

WH: The President fully supports both the Goodlatte bill and the House leadership bill. In this morning's interview, he was commenting on the discharge petition in the House, and not the new package. He would sign either the Goodlatte or the leadership bills.

He did exactly that. Not saying Trump would but they have their ways, for example look how they rammed the last spending spending bill down his throat.
