Every month on the 13th -- and on special occasions, like November 7th, June 14th, January 30th, and May 1st -- they meet in a secret chamber under the Kalorama mansion of the Chairman. They don their white robes, with pride rainbow inclusive accents. Precisely at 7 PM -- it used to be midnight, but they can't depend on Hillary being functionally sober after 8 PM -- they sing the Internationale before sitting at the long zebra wood table. The Chairman stands, his hood thrown back, posing neatly framed, haloed, by the All-Seeing Eye and the golden nimbus around it, and calls the meeting of the Deep State to order.
Or at least that's the way some on the far-Right seem to imagine the Deep State.
Of course, this notion of a single grand conspiracy is overblown, but it leads to counter-arguments, like Erick Erickson's recent tweet about the FBI Inspector General report:
There is no coup. There is no sinister deep state. There is no dark conspiratorial force. It’s incompetence, idiocy, bureaucratic self-aggrandizement, and partisan hackery all the way down.
Since there are no risible meetings of a Secret Cabal, it follows (for people like Erickson) that there's no Deep State at all. This is a fallacy that is so wide-spread it's endemic, part of the popular wisdom: a complicated system has to have a Boss, someone to wave the baton and a bureaucracy to follow the Boss's orders, or it won't work at all.

Erick Erickson’s jumped the tracks again?

I think they do have secret meetings. I think they take secret oaths. And I do think their leader is, ultimately, Satan.
I grant that some of their minions do not fully grasp the nature of the beast. The little people seek career advancement and carry out tasks because someone important sagely suggests that it’s a good career move. To that extent, it is an organism acting without complete deliberateness or real awareness.
But this is not a self-organizing system. This is deliberate. And it’s old.
The “deep state” is what was once called “the entrenched bureaucracy.”
It’s not an organism it’s a cancer.

As the very last person on Earth ever to buy into any form of mysticism, let me say that I agree with you. They are literally, knowingly, and intentionally worshippers of Satan, act in total accordance with that belief structure, and display enough symbols of the cult to confirm to a reasonable third party that it is all quite conscious, deliberate, and non-coincidental.
Deep State is inevitable in a technological and legalistic culture. The only way to ensure their strict political neutrality is extreme and immediate punishment for violations.
Americans, and their courts, have no stomach for doing what needs to be done. So we will slide to a more and more Kafkaesque world unless God intervenes.
The conspiracy was the creation of the deep-state organism.

Anarcho-Tyranny—Where Multiculturalism Leads!
We see the drift in this country, with the Patriot Act and its spawn at airports and in random searches of law-abiding citizens—all because our own overclass will not enforce standing laws against illegal immigration and does nothing to halt the transformation of American society by millions of aliens.
Unwilling to control immigration and the cultural disintegration it causes, the authorities instead control the law-abiding.
This is precisely the bizarre system of misrule I have elsewhere described as “anarcho-tyranny”—we refuse to control real criminals(that’s the anarchy) so we control the innocent (that’s the tyranny).

They don’t have to conspire. They are connected by the same nervous system with the same purpose. They don’t even have to think.
They just do what they do.

Oh. But let’s not forget one teensy-weensy matter: criminal acts by government operatives.

And the punishments for government official abuse must be severe. In China it’s death.

I agree that it is an organism, dedicated to the continuation of the bureaucracy. But within that organism, there are conspiracies, especially among those who have been promoted to higher levels. This attempted, ongoing coup is one of those conspiracies. That is what I get out of the IG report.
Actually, it is both:
Conspiracy means: to breathe together, in a natural, organic fashion.
The Deep State is a leftist culture. They breathe the same elitist air, and exhale the same tyrannical breath.
Within that culture, overt conspiracies also occur.
Note Well: Every closed-door, back-room deal is a conspiracy.
Every one.
