I am not sure what if any legal restrictions there are, if any, about one-person recreational water vehicles crossing or plying the waters of the Hudson. I do not that New York Bay and extending therefrom on up the Hudson is a commercial waerway, with cruise ships, tourist boats, ferry boats and other commercial water vehicles.
I guess maybe the cops meeting this guy had those concerns in mind. Just guessing. Maybe at minimum permits are needed?
