Well, the ferry guy was concerned for him risking his life out there - those wakes from other watercraft can be very rough and come from unexpected directions.

It may have something to do with using a commercial waterway; years ago I remember a news story where a man swam across from Sandy Hook in NJ to NY and was charged with something like that.
