There is nothing “broken” with NICS that needs a “new” program. The failings with NICS were that data that should have been entered in the system but were not. The new program won’t solve anything if humans don’t input the information in the first place.

N-DEx is also a strategic investigative information sharing system that fills informational gaps and provides situational awareness. That's a pretty impressive assemblage of words carrying absolutely zero semantic content. Not that I'm against situational awareness. That's the hair-raising feeling you get when any government official is spending your money to spy on you.

As much as I distrust the FBI, and think NICS is very shaky constitutional footing, IMHO the article about NDE-x is very misleading.
After reading the full article and the FBI's website on the new system, it's clear NDE-x is not related in any way to firearms sales, its purpose is to share arrest and criminal records between the FBI and participating LE agencies.
NDE-x does not supplement or could not replace NICS firearm related data.
However, the new system could delay or prevent the purchase of a firearm if an LE agency added inaccurate information into the system.
