Look at the Traffic Cone vs The Wall. A Tall Cone is 36. How many of those Cones height are in the Wall ? I come up with 9*3=27. And My eyes arent the best anymore.

These are 18 foot bollards. Most people who fall from that height will walk away from it, virtually none would die from it.
30 foot bollards, like those going into Calexico, CA, are the really dangerous ones. That is where the guy recently broke both his femurs, and injured his back. 30 feet is the height from which about half the people who fall will die.

Solution: Run a 12 KV exposed line along the top. Just put “Pelegro” signs with a skull & crossbones every so many feet on the Mexican side!
