Is there a Quota that must be met by these overpaid City Employees?

There are Videos on YouTube of City Employees in Detroit who are paid to fill Potholes. They spend their days drinking Malt Liquor, taking breaks, peeing in the gutter, eating, talking and napping.

They throw a shovel full of asphalt into the Pothole and move on. That takes up about 30 minutes of their workday.

There was a Miller beer plant in Albany, Georgia when I was stationed down there. Believe it or not, it didn’t smell all that good. But...it didn’t stop me from fulfilling my liberty “duties” as a sailor.

12 miles is the farthest distance I’ve been able to smell a pulp/paper mill.

At first, I thought they might be able to use a guy like New York City's late "Smelly Kelly, Subway Sniffer", to help them find the multitudinous sources of the San Francisco stink problems, but then I realized that the whole city must stink like poop now, so he might not be so useful there.
