It seems that she was stealing documents from his place of business. I don’t care that he is a dem she can not legally take his property. Can he not forcefully stop her? Could he forcefully stop a man from stealing his property or is it because she was a woman?

“Can he not forcefully stop her?”

Better check the local laws on that. In Maryland, he could have shot her dead (Deadly force in defense of property state).
In other places, you can’t touch the thief first, only in self-defense, although you may impede his egress without touching him.

It is against the law to assault and batter a person, sex not a determining factor. In Michigan, it is a felony to interfere with a telephonic communication (phone).So...I'll have to finish reading the article. Here in flyover country, he'd be facing assualt and battery, interfering with a telecommunication device, and kidnapping (he held her against her will).

He could file a complaint of theft against her if he could show that she did indeed have his property in her bag. Guy's a douche'.
