By and large Republicans have to get up and go to work everyday, regardless of weather, so a rainstorm is not going to keep them from their normal activities.

Many Democrats tend to be "work-shy" and thus a rainstorm would be much more of an impediment for them. So they may choose to just stay in the house and relax in bed and binge-watch a show on Netflix while eating a bowl of cereal.

This is a big reason why Democrats are always pushing for early voting, vote-by-mail, etc.
