The question is worse than ineffectual if not accompanied by a) the requirement to verify and a means to do so and, b) a penalty for making a false claim of citizenship. Otherwise, they will just claim to be for fear of losing welfare benefits.

Not just a question of representative. It is also a voting rights question. If there are 10,000,000 voting age citizens and 12,000,000 registered voters then citizens are having their votes voided by non citizens

This might help, but I don’t see cooperation from non-citizens. In too many places, one doesn’t even need to show ID to VOTE. Do you believe this will have enforcement of showing proof one is a citizen? I’m not seeing folks, like myself even, ready to show their birth certs. We couldn’t even get a President to show a birth certificate.
Why don’t we just skip the messy election business and let the courts run things? /unbelievable

Amendment XIV changed the apportionment method, basing it on citizens instead of residents.
Congress should make the statutory law conform to the Constitution ASAP.
census counts people and reapportions seats by those numbers. They will counted but questioned if they are citizens. True, some will “hide” from the count. But doubt 15 to 20 seats worth.
