Proposition 13 is no longer off-limits in California

Proposition 13 is untouchable.

That’s been the thinking for 40 years in California. Politicians have feared for their careers if they dared suggest changes to the measure that capped property taxes, took a scythe to government spending and spawned antitax initiatives across the country.

However, that is beginning to change. With Republican influence in California on the wane and ascendant Democrats making tax fairness an issue, advocates are confident that the time is right to take a run at some legacies of the 1978 measure.

Keep in mind, the idiots in California voted in November to KEEP the Gas tax. At least the idiots in France rioted against it. This should be a no brainer. Prop. 13 will be history.

..and shortly thereafter, Dems will find themselves with confronting one of the largest hordes of protesters ever seen on the streets of this Gol’darn State, not all of them with flowers in their hair .. or chicken pendants around their neck.

When is enough enough? For California and the Dems and Liberals masquerading as “progressives” but who are nothing more than socialists in drag commies at heart, it never is.

It’ll take a 9.5 to reset this state and make a course correction.

The central valley is well on its way to becoming a third world country. The rest of the state will not be more than one generation behind.

Some areas will remain insulated by geographical boundaries, but they will become isolated pockets of wealth and virtual traps to those who remain. We were sensing the demographic change, degradation of property and gang growth when we left Monterey County in 2002. One trip back there in 2008 was shocking to see how rapid the down slide was gaining momentum.

Prop 13 will be eliminated piece by piece.

First they will go after those Greedy Rich Commercial Property Owners. The Rat Electorate will lap it up like a Kitten goes after a saucer of Milk.

Secondly they will go after Residential Rental Properties. Those Greedy Rich Landlords will pay.

Lastly, those Rich Land Barons who actually own their own (Mortgaged) Houses will be targeted.

"It is not the people who vote that matter. It's the people who count the votes that matter".

There is no longer good reason to assume that any election in California is legitimate. There are just too many vacant lot addresses in Los Angeles where 100+ "voters" claim their residence.

One caveat, the Statewide CA Rent Control Proposition was defeated in the November Election, even with the Rats harvesting Votes.

I was actually surprised, but I think the money spent against it dwarfed the Pro Rent Control side.

I lived in California and voted for Prop 13.

Frankly, I am surprised Prop 13 has lasted this long given the California Leftist’s hunger for people’s money.

Rescinding Prop 13 would be ‘just desserts’ for the moderate Democrat homeowners who have sided with the leftist Democrats over the last 40 years.

I am waiting to watch the wailing and gnashing of teeth.

Prop 13 was a referendum of the people. I do not believe the legislature can rescind it. I would think a new referendum is required to undo it.

....... They already did almost as quick as quickly as Prop 13 passed .... It's called the Mello Roos District Taxes ... Which are local District Taxes (Bonds etc) levied on newer properties for Projects and upkeep etc of those communities.

This is going to get fun. As for the Democrats, with their Ballot Harvesting, they’re always going to hold power, so that’s not an issue.

What is an issue is that if property taxes are allowed to increase to Democrat-demanded levels, then property VALUES will dive.

Again, it won’t affect Democrat control, but it could lead to some serious violence there.

f prop 13 is subverted you will see the biggest crash in house prices as individuals who bought and inherited houses get rid of the property because it is just to expensive to own property that is not actively making you money.

The reporter didn’t do enough homework on the issue of people inheriting a house and then renting it out (purportedly for more than its assessed value). County Assessors already have the authority to assess property for what is called “escaped assessments” and “possessory interests”. A possessory interest is the right to occupy a home under a lease. Perhaps County Assessors do not have enough funding to enforce the re-assessment of homes for possessory interests. But the remedy to this perceived inequity of people inheriting a home for nothing and renting it out for windfall rents has nothing to do with Prop. 13.

The creation of family trusts is how such property is inherited. So the issue is with trust law not Prop. 13. If the state is going to remove the creation of trusts, there would be huge pushback and probably a legal challenge all the way to SCOTUS.

As far as renting homes for seasonal use, such as VRBO or Air B&B, that rent does not accrue to the property but to a business on the property (has no influence on the property value upon sale). So, once again, that would be as escaped assessment that needs to be enforced by assessors.
