I’ve been a contractor for 20 years. I’ve met many hard working, dedicated govies. I’ve also met a LOT of slugs like that guy.
This is hilarious. Affirmative action, nepotism, favoritism etc. have insured that performance ratings often have damned little to do with actual performance. Federal managers are often incapable of thinking or writing in actual English. Won't be fixed as long as promotions are done from the inside or they eliminate the Fed bureaucracy entirely.
My last sentence makes it clear I can’t write English either.
