Just a question. Can the states build the walls with grant money? After that the Army Corps of Engineers can come in and fill the gaps.
The Army Corp of Engineers often contract out their civilian work anyway. So I say tell assign 100 miles each to the Army Corp of Engineers and the Navy Seabees and tell who ever does it first gets both braggin’ rights and the contract to do twice as much as the other. So winner would get twice the funding for the next 200 miles and loser gets 100 miles. Then on & on to see who does the most of the entire border.
