It looks like New York should have a only a set amount that their state legislators can appropriate otherwise it should be by referendum.

In California, active duty military members there on orders pay out of state tuition for any night classes they might take, while illegal invaders get in state rates. The price difference is massive.

It already is. Westchester county is going to be the first insolvent county in NYS. They are looking to tax everything. Look for the state to follow suit.
