I have a heat pump. They are great in southern climates, where air conditioning is much more of an issue than heat. In any climate where heat is more of an issue, any kind of electric heat is going to be far less efficient and far more expensive than gas or oil.
Propane is still cheaper and more efficient than an electric heat pump - if you are in a northern climate where heat is more of an issue than air conditioning.

Then that's going to take some major work. I saw on HGTV's "House Hunters" where a couple was looking for an apartment over there somewhere that there was no such thing as hot water. I guess you have to heat it on the stove or something but the real estate person said that was common many places. Sure, that's two different things but if they can't seem to figure out how to install a water heater and run lines to a faucet, how are they going to heat houses and entire apartment complexes with it?
A hob is a hot plate. Cooking a meal on one or two burners could be the reason British food ranks low on the list.
Yes ... that's a central boiler for the entire town. Some US military bases use a similar system. There are remote towns in eastern Russia that were abandoned when the central boiler broke down and couldn't be repaired.
A couple years ago there was a push to ban the manufacture of wood burning stoves in the US. Not those old fashioned stoves but the wood burning heaters with the hot plates on the top which is backward thinking since those provide both heat and cooking all with the same stick of wood.

We are in a semi-rural area. I wanted one of those kits that you use to convert two 55 gallon drums into a giant and efficient wood burning heater to heat our aircraft hangar. The seller was not able to send them to Washington, so I had to have the kit sent to my friend's parents in rural Oregon. I bought the barrels locally, but I never installed them because we are going to be moving soon, and I figured that we would get some type of demerit for having an illegal wood burning device in the buyers inspection.
Unfortunately, the paint burns off the barrels immediately, so you are better off stripping it off and painting the barrels with something heat resistant before you start.
Those “can’t mail here” laws are crazy.
Energy is energy. If you don’t use this source, you have to use that source, so you’re back to square one. Unless you kill off all the people.
One or two burners? The only places in the UK you ever see so few are in ‘caravan’ [US trailer] parks. Standard cookers in the UK have at least four, but six or eight are common. My house in SW England has a gas hob with six, plus a separate electric hob with four.
Two burners and no hot water is usually what is shown on tv here.
