You’ve guessed wrong. This has been in the works for some time in the Senate. McConnell has been doing it using “regular order” (worked it through the rules committee) in this Congress now that the naysayers (e.g., McCain, Flake) are gone and there are votes for it amongst the Senate Republicans.
